Bakersfield, California

Bear Mountain Limited is a 50-megawatt natural gas powered co-generation plant located in Northeast Bakersfield.  The purpose of a co-generation plant is to produce steam for injection to increase oil production and to produce electricity for sale to public utilities. The construction cost of the facility was in excess of $70,000,000.00.

Destec Energy of Houston, Texas retained us to complete a majority of the engineering and planning for the plant.  Our responsibilities included pipeline route surveys, title research, right-of-way legal descriptions, document preparation, topographic survey, civil site design, hydrology study, access road improvement plans and right-of-way acquisition.  During construction our responsibilities were expanded to include construction surveying, construction management of off-site utilities and inspection of the steam, water and gas lines. We were also contracted to design and construct primary and secondary access roads to the plant, which included approximately 1.5 miles of access roadway to the plant.
