Mr. Porter is a Professional Civil Engineer licensed in both California and Nevada.  He is a native of Central California receiving his AA in Architecture at Bakersfield College and graduating from California State University Fresno with a degree in Civil Engineering.


Fred is a member of many local and state organizations including American Timber Institute, Bakersfield Chamber of Commerce, the City of Bakersfield Downtown Business and Property Owners Association, Valley Fever Task Force and the Kern County Solid Waste Appeals Board, the Executive Board of the American Public Works Association.  He has served as President of the Southern San Joaquin Branch of the American Society of Civil Engineers (ASCE) and the Kern County Branch of Consulting Engineers and Land Surveyors of California (CELSOC).  Mr. Porter has been involved with several committees reviewing new land division ordinances, drainage ordinances, and water and sewer ordinances in Kern County.


Mr. Porter has an vast range of experience from “hands-on” field work to “number crunching” desk work to “high profile” presentation work.  As a student, Fred gained his valuable work ethic on the wrestling mat and in the oil fields as a derrickhand.  As an EIT, Fred gained experience performing construction and property surveys.  As an new RCE, Fred gained his early structural experience under the tutelage of Mr. Ed Creswell, a highly respected structural engineer in the Kern County community.  Mr. Porter has been working in general civil engineering, structural engineering, land surveying and land development engineering in Central and Southern California since 1978.  He was formerly a principal of DeWalt-Porter Engineering and of Porter-Robertson Engineering & Surveying, Inc, which is now Porter & Associates, Inc.
